You're correct - you'll have to export each Tab's content out of the doc in order to add a TOC but this could be into a regular Google doc (i e with just default single Tab) and not a Word doc As long no additional Tabs are added, Docs behaves as it used to

Hi, Ala, There isn't a faster way to this, as Docs currently does support leading tabs In addition, every time you refresh the table of contents, any formatting (or dotted lines) you've applied will be removed
