lifters would require head removal yes you don't have to pull the injectors for the fuel rail, but you will have to replace the fuel tubes you wont have to pull the turbos for the hpfp line, those you could try and reuse as if they leak it wont be going inside the engine

Good info It's very likely the stamped rocker broke either at the fulcrum point or the cup failed I have seen this a few times and it's always been either a pushrod or rocker failure and the valves are fine Checking the valve heights is easy since when you pull the rocker off the valves will close
